The Ministry of Finance released a statement Sunday that clarified the budget for 2023, in which it rejected insufficient cash to finance employee salaries.

She interpreted that “all subsidizing demands got by the Service of Money from all spending units have been executed,” noticing that “appointments after 12/31/2023 lapse toward the finish of the financial year and cannot be financed by Article (23/A) of the Monetary Organization Regulation, text of Article (No. 6 of 2019).”
She added: “It is noted in the Federal Budget Law for the year 2023, Article 2/First – 4-H: ‘In addition to the fact that the Ministry of Finance took the necessary measures in coordination with the governorates and all funds included in the budget law to record the remaining amounts for investment projects which were not financed and were not disbursed to the trust account, in order to continue disbursing for the following year, amounting to 9.4 trillion dinars.
She added, “As for what the MP stated in that there are no financial liquidity for the year 2024, and that the Accounting Department will not be able to finance the salaries this current month, July, and the next month, we state that this statement is mistaken, for the salaries, with all their details, are within the priorities of the Ministry of Finance, and it finances about (7.5) trillion dinars monthly as compensation for the employees and the salaries of retirements, grants, salaries of the social benefits, salaries of the disabled, the students’ salaries, and the salaries of EN
She said, ” Our ministry has been committed to activating the program and performance budget for over two years. It is categorized in the special programs section along with current spending and annually within the schedule attached to the Federal Budget Law. This section contains the government program’s name, activity, economic classification, and classification. Conducting a program and performance budget doesn’t mean canceling the item budget at all (section, material, type).”
