Al-Yasseri gave three reasons for proposing a delay in the elections. Firstly, there has been difficulty in finalizing electoral lists and preparing adequately for the elections. Secondly, there is public resistance to the reinstatement of provincial councils. Lastly, the term of the current Board of Commissioners within the Independent High Electoral Commission (IHEC) is due to expire at the same time as the announcement of the election results.

IHEC has previously announced that 281 political parties and entities have registered for the upcoming local elections, specifically for provincial councils. Currently, there are 87 parties in the process of establishment that may also participate.

The upcoming local elections in Iraq will be the first since April 2013. The elected provincial councils will be responsible for appointing the governor and executive officials of the governorate. They will have the authority to make appointments, dismissals, and approve project plans within the allocated financial budget from the central government in Baghdad, while adhering to the Iraqi constitution.
