Representative Mustafa Al-Karawi, a member of the Parliamentary Finance Committee, disclosed on Monday the reason why budget funds have been delayed despite their approval.
During a press interview, Al-Karaawi explained that delays in budget disbursement were caused by administrative problems and incomplete data from relevant departments.
He said that a hosting was held today for the Minister of Planning and all governors prior to that. It was decided to disburse dues for the costs of ongoing projects, and they are planning to increase disbursement in the following days once there is cash available in the budget.
“The governorates have started preparing investment plans according to planning standards and submitting them for ministry approval,” he said.
Yesterday, the Finance Committee held a meeting with all of the governors to discuss plans for distributing financial allocations and monitoring the progress of projects outlined in the federal general budget law. They also reviewed the draft food security law and discussed the actual expenditure for each governorate.

The Ministry of Justice’s Iraqi Facts Department recently shared Instructions No. (1) of 2023 in the Facts newspaper. This announcement pertained to the implementation of the federal budget and the Fiscal Years (2023-2024-2025) No. (13) Law of the Republic of Iraq.
The budget has not been paid to the ministries yet, causing project financing disruptions despite the vote.
