I previously mentioned that once the HCL is visible, the new exchange rate will follow shortly after. However, there are many unfounded rumors claiming that a certain individual has received a large sum of money from the HCL and that it will continue to be distributed to them on a monthly basis. I remain skeptical until I see concrete evidence. Despite some truth to the rumors, the HCL is not yet available to the public. In my opinion, it is being distributed in installments and only to specific parties. But once the HCL becomes visible, the new exchange rate will be immediately apparent.

The acronym HCL stands for Hydrocarbon Law and it refers to the money that Iraqi citizens receive as a stipend for the oil sold by Baghdad. It is believed that if the Iraqi citizens were receiving their HCL stipends, it would be at the new rate.
